As the third president of CWA Local 1040 and a proud member for nearly 40 years, I have witnessed true leadership firsthand.

For over twenty years I have worked with President Duwaine Walker and have seen his outstanding dedication to the union, to our members, and to our common values.

No one demonstrates greater commitment to our members than Duwaine. A strong sense of responsibility drives him to everyone he serves.

He is not only highly educated and remarkably intelligent, but also had expert training from CWA, which has enabled him to cope with any situation. In his capacity as Branch President at Northern State Prison, Duwaine demonstrated himself to be an indispensable leader and thus gained the respect and trust of those he represented.

He was a very capable Staff Representative at every worksite to which he was assigned. When I appointed him as my Executive Vice President, he continued to
fight for our members. He consistently completed every assignment within the Local.

He has received extensive training in national, local, and administrative matters, and his expertise in technology and fiduciary issues is unmatched.

Duwaine Walker brings the vision, integrity, and proven leadership our union needs to face future challenges and seize new opportunities. This is a pivotal time for CWA Local 1040, and your vote will directly shape our future.

Vote for Duwaine Walker as President to ensure
our union remains strong, united, and prepared for the future.

Michele Long-Vickers

President Emerita

CWA Local 1040

I have known Duwaine Walker for more than 20 years. As a Branch President at Northern State Prison, he was always fighting for his members. As a staff representative, he was assigned to several work sites where he gave our members excellent representation in the boardroom.

Duwaine is  well educated and most qualified for
the position of President of CWA Local 1040.
As President I am confident that he will continue
to lead our local forward with great tenacity, professionalism, and humility.

I am proud to support him in his candidacy for President of CWA Local 1040.

When I first met Duwaine Walker, who was our representative, I was working at a 911 communications center that was being run by
former police officers who treated our union members like second-class citizens.

We were subjected to excessive forced overtime
and paid barely above minimum wage. From the beginning, Duwaine listened to us, understood

what we were going through, and most importantly, believed that we deserved better. He developed a plan to fight for our members and had the determination and resolve to see that fight through, even when it became a battle that lasted nearly five years. Duwaine never walked away when
things got difficult.

Eventually, our employer listened to our side of the story and brought in an outside consulting group, which ultimately verified many of the concerns we had been raising. That process resulted in major changes, including the former leadership being removed, significant improvements in working conditions, and raises totaling approximately 45%
to 65% for all of our members over a six-year period.
I served as a Union Steward for CWA Local 1040
at Morris County Communications from 2018
through 2026, and I witnessed firsthand the impact Duwaine's leadership had on our members.

He didn't just fight for better contracts—he changed people's lives for the better. Based on everything I have seen over the years, I cannot think of anyone better suited to lead our union as President

going forward.

I strongly support Duwaine Walker and ask my fellow members to give him their vote.

It is with great pleasure that I have the opportunity
to speak on behalf of our President, my brother, Duwaine Walker. His strong leadership over the
years has allowed us to achieve many accomplishments. Moving from Executive Vice President to President is well deserved.

CWA's most recent accomplishment gives State Employees peace of mind that our Healthcare Benefits are still safe. If it were not for CWA's ability
to take charge and lead us to victory at the
New Jersey State House, many of us would feel
it in our wallets. Not only did he mobilize the membership, but he also led Local 1040's participation in the protest.

So I say, thank you, thank you, thank you. I am
looking forward to many more victories at 1040
under President Duwaine Walker's leadership.

It is my distinct honor to write this letter of recommendation for Duwaine Walker, President of our CWA local union. Having worked closely with Duwaine, I have witnessed first hand his unwavering dedication to our membership, his operational excellence, and his transformative impact on our union's leadership pipeline.

When Duwaine took over as President, he immediately set a higher standard for governance and union representation. One of his most impactful initiatives has been establishing comprehensive training programs for union representatives. These sessions drastically improved how we conduct ourselves in our official capacities, equipping us with the tools, conflict-resolution strategies, and procedural knowledge necessary to advocate effectively for our members.

On a personal level, Duwaine’s mentorship was the driving force behind my decision to step up into my role as Branch President. Leadership can be daunting, but Duwaine leads by example. He is a remarkably organized, strategic thinker who approaches every challenge with a level-headed, calm demeanor. No matter how high-pressure a negotiation or grievance situation becomes, Duwaine remains focused, fair, and composed.

Despite his demanding responsibilities, Duwaine maintains exceptional accessibility. He is consistently available to offer guidance, listen to concerns, and support members whenever they are in need. His approachability fosters a strong sense of trust and solidarity throughout our union.

Duwaine possesses the strategic vision, integrity, and resilience required of a high-level leader, and
I have no doubt he would excel in any role or expanded responsibility he undertakes. He has
my highest possible recommendation.

Sincerely,

I have known Walker for over 25 years, and he has always been a deeply passionate individual. He is consistently at the forefront of championing rights for all people, especially his union brothers and sisters. His profound understanding of collective bargaining rights and agreements has earned him a stellar reputation that spans more than two decades.

When God has a purpose for someone as special as Walker, He orders their steps—and no one can alter that divine trajectory. Walker tirelessly and consistently walks a path of purpose, dedicating his life to serving others. He is a truly remarkable human being who fights for everyone, ensuring fair treatment, equitable settlements, and the respect and dignity that every member deserves.

His grassroots experience, built under the tutelage of the late Carolyn C. Wade and other fierce CWA leaders, sparked a passion in Walker. This drive charged him with envisioning and implementing an operational model at Local 1040 that builds upon its great legacy. He has revolutionized the way the union does business by introducing digitalized forms and personalized emails for staff. Furthermore, he has established strategic training programs to defend workers' rights, alongside mock hearings designed to equip stewards with the critical skills and experience needed to provide members with effective representation.

Walker also makes himself readily available to provide his Staff Representatives
with unwavering support and guidance when handling 2nd Step Grievances, among many other critical matters. Everything he does is in the absolute best interest of
CWA Local 1040 members.

Come and walk with Walker at 1040—

a movement on the move.
